Sanitary district manager resigns post during probe

Lake in the Hills Sanitary District manager Rick Forner submitted a letter of resignation Thursday at the tail end of an investigation into accusations of misconduct.

Sanitary District Board President Eric Hansen said in late February that a whistleblower provided evidence alleging that Forner had misused district property and funds.

In response, Melissa Wolfe, of the law firm Storino, Ramello and Durkin, began an investigation. Once Wolfe was satisfied that the complaint was legitimate, Forner was put on paid leave March 11 while the investigation continued, Hansen said.

“Rick is well-liked by the staff and the trustees. I personally like him and he has done a great job for the district,” Hansen said. “The investigation had to be done because it is the trustees’ duty to investigate any allegation of misconduct.”

Hansen said Forner was instructed not to be on sanitary district property while the investigation was underway.

Before any action can be taken on Forner’s employment, trustees must hold pretermination meeting, which had been scheduled as a special meeting for March 16 but was rescheduled to Thursday’s board meeting at the behest of Forner and his attorney, Hansen said. Forner was not in attendance for Thursday’s meeting.

As of Friday, Forner continues to be paid his $116,200 salary. Trustees have not yet accepted his resignation and Wolfe is working with Forner’s attorney to finalize the details of his separation, Hansen said.
